Workforce Director
The Insight Center for Community Economic Development (Insight Center) seeks a Director to provide leadership and direction to our Workforce Development Program. This position is primarily responsible for a national effort to provide jobs for marginalized populations.
Organizational Overview
The Insight Center is a 41-year old national research, consulting and legal organization that is dedicated to helping communities and individuals become and remain economically secure. The Insight Center uses a team-based, entrepreneurial approach to its work and promotes a system where staff works creatively across various program areas to achieve the greatest impact for its constituents.
Insight’s work focuses on Income and Assets. Below are the programs that sustain this work:
- Workforce Development. Working with businesses, workers, community-based organizations, and other stakeholders to facilitate the creation of good jobs for all workers and strong industries that support vital communities.
- Asset Building. Underlying all of our work is self-sufficiency. The Insight Center fosters the development of more equitable asset building policies and increasing the number and strength of minority and women-owned businesses.
- Early Care and Education. Creating systems that provide every child with access to high-quality, affordable, early care and education.
- Legal Services. Insight’s legal work helps to ensure that projects are feasible, community gains can be realized, and organizations are sustainable. The Insight Center's ability to integrate legal analysis, strategies, and assistance throughout all areas of our work is one of our unique capacities.

Insight Center’s Workforce Development Program
America’s industries face significant challenges to their competitiveness in the global market. To be competitive the nation needs a skilled workforce that includes everyone. We all need a path to a career that can lead to a position in the skilled workforce and that can bring economic security. The Insight Center has been a leader in developing innovative and effective strategies in workforce development. We have two main goals: (1) ensuring an adequate workforce in order to remain competitive in the global market and (2) providing jobs at good wages with benefits and career mobility. We have been a pioneer in creating the sector approach to workforce development by working with the industry sectors to meet their workforce needs. We have worked to support and develop sector initiatives that now include thousands of employers, nonprofits and government agencies, and have developed innovative ways to fund workforce development. One of our programs is the National Network of Sector Partners (NNSP), a national membership-based network that provides resources to the sector field and is dedicated to promoting and increasing support for sector initiatives.
We are seeking a dynamic Workforce Director to work in partnership with an internal team to develop strategic vision and implement a business plan for programs aimed at improving and developing workforce policies and practices. We focus specifically on people of color, women, youth and mature workers that are not being effectively served in the current workforce system. The Director will supervise all workforce programs and effectively connect with the other Insight Center program teams.
Profile of the Successful Candidate
The Workforce Program Director will have or be:
- An inspiring, persuasive spokesperson who has the vision, creativity and ability to successfully lead a national initiative;
- A creative systems thinker with a passion for racial and economic justice;
A successful fundraiser, with the ability to raise funds to support the workforce development program;
- An understanding of the issues and challenges of workforce development;
- Experience and comfort level in working with people from all racial and ethnic backgrounds, including academics, policy advocates and community practitioners;
- An understanding of the connection between workforce, small business and economic security;
- Expertise in policy development and advocacy at the federal and/or state level;
- Outstanding research and writing skills, including the ability to address issues in nonpartisan ways and to make complex topics easily understandable;
- An understanding of and level of comfort with the media, including knowledge of how to frame and deliver messages to influence public policy; and
- A demonstrated track record of bringing connections and resources to bear on the implementation of a business plan with an entrepreneurial approach to developing and marketing Insight Center’s services.
Other Qualifications and Skills:
- A collaborative manager using a team-oriented approach;
- Outcomes-focused and results-driven, both quantitative and qualitative; and
- Willing to live in the San Francisco Bay Area and travel nationally.
Salary depends on experience. The Insight Center offers an excellent benefit package that includes medical and dental, 14 paid holidays, and four weeks of paid vacation, paid sick leave, tuition reimbursement and sabbatical.
