Griffith Garwood, Esq. Mr. Garwood is a retired official of the Federal Reserve Board in Washington, D.C. In his work as the Director of the Division of Consumer and Community Affairs, Mr. Garwood conducted numerous public hearings, testified before Congress as a representative of the agency, and published many seminal articles in banking and legal publications. The laws under Mr. Garwood’s direction included the Truth in Lending Act, the Truth in Savings Act, the Equal Credit Opportunity Act, the Electronic Funds Transfer Act, the Community Reinvestment Act, the Consumer Leasing Act, and the Home Mortgage Disclosure Act. These laws and the implementing Federal Reserve Regulations touch every American as they buy a home, purchase or lease an automobile, use a credit or debit card, open a savings account, or seek personal credit. Mr. Garwood played an important role in the formation and execution of public policy involving these laws for many years and was widely recognized as a national expert on consumer financial regulation. He has been a member of the Insight Center board since 2001. Mr. Garwood received his B.A. from Dickinson College and his law degree from the University of Michigan.
