John Foster-Bey Jr. John Foster-Bey is Director of Policy, Program Evaluation, and Research for CSR, Inc., a leading provider of professional and technical services to government, private, and nonprofit organizations throughout the United States. Prior to joining CSR, from 2003 – 2008, Mr. Foster-Bey was the senior advisor to the Director of Research and Policy Development at the Corporation for National and Community Services. In this role he provided the director with analytical and methodological support for a number of important studies on social capital, community service, and volunteering. In addition, John was also the lead author on several studies on volunteering. Previously, Mr. Foster-Bey directed a research program on workforce development and community economic development in a regional context for five years at the Urban Institute. During this time, he authored several papers and book chapters including a study on how to improve the effectiveness of TANF work requirements. John also spent more than a dozen years as a senior program executive at the Ford, MacArthur, and Northwest Area Foundations. He also has experience in the private sector as a business and project analyst and in the local government and non-profit sector. John is Secretary of the Insight Center Board, on which he has served since 2006. Mr. Foster-Bey has an M.P.A. from the University of Hartford and an M.B.A. from the Yale School of Management. He is also a doctoral candidate at Georgetown University’s Liberal Studies Program.
