Elizabeth Winograd Elizabeth Winograd manages the Building Child Care (BCC), a project funded by the California Department of Education Child Development Division. BCC provides a centralized clearinghouse of information and services designed to improve and increase child care providers’ access to financial resources for facilities-development projects throughout the state of California. Liz joined the Insight Center with extensive field experience, having served as the director of both public and private early care and education centers. She also has worked with homeless families in San Francisco to help ensure that their children have access to quality child care. Liz has volunteered her time to advocate for young children’s issues by serving on local as well as statewide public-policy committees related to early childhood education. For the past three years, she has also organized events for the Week of the Young Child in San Francisco. Elizabeth holds a Bachelor's Degree in graphic Design and a Master's Degree in Elementary Education with an emphasis on early childhood education.
