InBiz, the Inclusive Business Initiative

InBiz Home

The Inclusive Business Initiative is a project of the Insight Center for Community Economic Development that provides information to states and local governments, as well as diverse small businesses and their advocates, in order to further the inclusive business programs of public agencies. This initiative is a key component of the Insight Center's work to advance strategies that build family and community assets and help overcome the racial wealth gap.

Photos, notes, audio, and presentation downloads from the 'Good for Business, Good for Communities' convening of state M/WBE directors, July 20-22, Kansas City, MO. The first gathering of state M/WBE directors since 1991.

The Insight Center has conducted the first ever analysis of the inclusive business policies in all 50 states and the District of Columbia. The Insight Center also studied the impact of the termination of inclusive business policies on M/WBE growth rates. The Executive Summary brings together both research reports.

Definitions - What are inclusive business programs?

 

Are states moving away from economic development strategies that specifically target minority and women owned business enterprises (M/WBEs)? The following trend line emphatically suggests 'no'. By tracking year-by-year changes in state policies such as affirmative procurement, supplier diversity, loan programs for M/WBEs, and M/WBE targeted business services, the Insight Center has been able to create the following 1996-2006 state policy trend line.

This chart is based on the average state inclusive business policy index. The inclusive business policy index is a composite score from 0 to 4, based on such state policies as affirmative procurement, supplier diversity, M/WBE finance programs, and M/WBE targeted business services. An index of 0 is equivalent to no inclusive business programs; an index of 4 indicates a state with extensive and effective inclusive business programs, with all of the mentioned components and significant actual procurement from M/WBEs.
